According to ancient scriptures, an Apsara named Madhura went to Mount Kailash with the intention of dedicating herself to Lord Shiva. However, on reaching Lord Shiva, Goddess Parvati arrived there and was enraged to find Madhura close to her husband. She cursed Madhura to become a frog. When Lord Shiva explained the situation, Parvati ordered that Madhura must perform penance to get rid of the curse and be reborn.
Following Parvati's instructions, Madhura performed penance. Meanwhile, the demon king Mayasura and his apsara wife Hema, who had two sons but wanted a daughter, prayed to Lord Shiva for a daughter. Pleased with their devotion, Shiva granted them the boon. On their way back to their kingdom, they met Madhura, who had transformed from a frog into a beautiful maiden. They adopted her as their daughter and named her Mandodari.
